Public-Private Partnership: Edgemoor Infrastructure & Real Estate and City of Garden Grove, California, Break Ground on Phase I of Civic Center Revitalization Project

The City of Garden Grove, California, with Edgemoor Infrastructure & Real Estate and others, has broken ground on a $152 million civic center revitalization project.

Orrick represented Edgemoor, the project developer, which was structured as a pre-development agreement design, build, finance project. The project demonstrated an ability to get from selection, to pre-development agreement execution, and commercial close in a 6-month time-period, which Orrick views as a essential to being able to move projects forward, efficiently and in the best interest of the public.

Phase I of the project includes a 103,000 square foot public safety building and a four-level parking structure on 2.75 acres in Garden Grove, a city of about 172,000 people in southern California.

THE PARTIES

Edgemoor is a leader in the development, financing, leasing, operations, and activation of public buildings, infrastructure, and commercial real estate, with over $4.6 billion of work completed or under development.

Garden Grove is the fifth largest city in Orange County, California. Bordering the Disneyland Resort and its world-renowned attractions, the city’s Grove District – Anaheim Resort tourist center offers brand name hotels, restaurants, and the popular Great Wolf Lodge Southern California water park resort.

THE IMPACT

Edgemoor Managing Director Brian Dugan commended the city “for its innovative, progressive approach to this project.

“The design process has been one of the most collaborative I have seen. The input we received from the police department and others in early design will help ensure the new public safety facility enables the police department to effectively protect and serve the Garden Grove community for decades to come.”

Garden Grove Mayor Steve Jones hailed “a much-needed reinvigoration to our downtown area.”
