Orrick announced today that Franklin Monsour, a former federal prosecutor and experienced white collar and regulatory adviser to the life sciences sector, has joined us as a partner in New York. Franklin joins the firm’s White Collar and Government Investigations practice.
Franklin brings deep experience in healthcare fraud and pharmacy/DEA matters, including claims under the False Claims Act, Anti-Kickback Statute, Stark Law and Controlled Substances Act. He has advised major life sciences companies in FCA cases, healthcare fraud investigations, criminal prosecutions involving FCPA and securities violations and fraud-related civil litigation.
As a federal prosecutor in the Southern District of Florida, Franklin was one of the most prolific Assistant U.S. Attorneys in the nation in civil healthcare fraud enforcement, serving as lead counsel in more than $100 million in settlements – including multiple record-level resolutions. He further prosecuted and tried numerous criminal cases covering fraud, narcotics and violent crimes, including the largest compounding pharmacy fraud case to go to trial.
Franklin joins Orrick from Squire Patton Boggs.
“Franklin’s broad range of experience in white collar and regulatory enforcement matters bolsters our offering as we continue to expand our holistic life sciences platform,” said partner Guy Singer, a member of our white collar practice. “Franklin further deepens our bench of first-chair trial lawyers as our clients prepare for an environment of heightened regulatory risk and enforcement.”
“I’m honored to join Orrick’s white collar team and such accomplished attorneys as Guy, Anne Murray, Jeff Coopersmith and Rob Stern," said Franklin. "The number of experienced trial lawyers at Orrick, including in the firm’s civil litigation team, is truly exceptional. I’m looking forward to helping grow those practices to support the needs of life sciences companies and our clients across the board.”
Franklin is the 11th partner to join our life sciences platform since 2019. Orrick serves more than 500 life sciences clients across all segments, including biotech, pharma, digital health, research and laboratories and medical devices, among others.
