Orrick restructuring attorney Marc Levinson was a panelist at the CALPELRA (California Public Employers Labor Relations Association) annual seminar in November, discussing the financial challenges facing local governments due to shrinking revenues and higher costs related to the pandemic, which, coupled with existing legacy obligations, may force some to consider chapter 9. His panel included both government and labor side negotiators and the former City Manager of the City of Stockton.
