Laura Rose Barr Partner

Laura is a founding member of Orrick’s technology companies practice in the Pacific Northwest. She is passionate about working with women founders, other underrepresented entrepreneurs, and double bottom line companies. People who think differently, and set out to create impact, inspire her.

Prior to joining Orrick, Laura worked in New York as a leveraged finance attorney at Milbank, and in-house at Goldman Sachs and the New York Stock Exchange. In addition to start-up representation, she regularly provides pro bono legal advice to charitable organizations regarding non-profit incorporation and tax exemption applications.

Aaron Brecher Senior Associate

Aaron has defended criminal and civil enforcement actions by the U.S. Department of Justice, the Washington Attorney General's Office, and other state and federal agencies. He has also represented defendants in False Claims Act litigation initiated by private parties, as well as a broad range of other civil litigation. And he has conducted internal investigations on matters ranging from data breaches to harassment to suspected environmental testing fraud. 

Aaron is also a Certified Anti-Money Laundering Specialist through ACAMS.

Meghan Conway Senior Environmental Social and Governance Research Analyst

Seattle

Prior to Orrick, Meghan worked at Ramboll, a global engineering, architecture, and consulting company. Meghan worked as an ESG and Sustainability consultant based in the Seattle office, where she served as the local subject matter contact for a global team of environmentally-focused ESG experts. In her role, Meghan delivered buy-side ESG due diligence assessments for private equity clients and assisted corporate clients with ESG program development through priority assessments, target setting exercises, disclosure framework alignment, and ESG report writing. In addition, Meghan worked with colleagues to develop competencies related to ESG, climate, air quality, and environmental justice deliverables. Meghan has worked for clients in several industries, including healthcare, food products, infrastructure, and beauty.

Meghan is a thought leader in environmental justice, and presented on the nascent state of environmental justice, corporate attention and regulation at the Pacific Northwest International Section (PNWIS) of Air & Waste Management Association (A&WMA) in Coeur d’Alene, Idaho in October 2022.

Andrew Cook Partner

Washington, D.C.; Seattle

Andy combines his legal expertise in numerous areas of law covered by state Attorneys General, an understanding of how state AG offices operate, and vast knowledge of legal and regulatory issues facing his clients. This substantive and comprehensive legal approach is crucial to effectively representing clients before state Attorneys General.  Andy also has substantial experience drafting and enacting complex civil liability reforms before state legislatures to successfully address client goals.

Andy’s main practice focuses on advising Fortune 500 companies before state Attorneys General in the areas of antitrust, consumer protection, False Claims Act, environmental law, and cybersecurity and data privacy. Andy, in collaboration with a team of attorneys, successfully navigated a client through antitrust regulatory review by state Attorneys General in one of the nation’s largest mergers of two major telecommunication companies. Andy also worked with a team of lawyers representing a large corporation involving the multistate opioids litigation brought by state Attorneys General.

Andy gained valuable experience serving as Deputy Attorney General for the State of Wisconsin where he was the second in command of the 700-plus state agency. In his role as Chief Deputy Attorney General, Andy oversaw the day-to-day operations at the Wisconsin Department of Justice (DOJ); directed the State’s litigation strategy; negotiated, reviewed, and approved all settlements; drafted and reviewed attorney general opinions; managed the agency’s budget; oversaw civil and criminal investigations handled by DOJ; and managed DOJ’s legislative agenda.

Andy played college hockey and remains active by running, cross country skiing, and playing golf. On the weekends, Andy and his wife enjoy watching their kids’ sporting events, including soccer, baseball, gymnastics, and track. In his rare spare time, Andy reads history books.

David Curtis Senior Associate

Seattle; Boston

David drafts and negotiates data licenses and other commercial contracts in which privacy and security issues are a key concern. In addition, he regularly advises clients on privacy policies, website terms and conditions and data processing agreements. David also counsels clients on digital advertising, Internet law and consumer protection, with a particular focus on compliance with the California Consumer Privacy Act of 2018 (CCPA), the California Privacy Rights Act (CPRA), the EU General Data Protection Regulation (GDPR), restrictions on unfair and deceptive trade practices and app store privacy requirements. David helped develop Orrick’s CCPA Readiness Assessment Tool, which enables companies to test how ready they are to comply with the CCPA as a first step to constructing a strategic compliance roadmap.

Before joining Orrick, David was an associate at Ropes & Gray LLP and an adjunct professor at Harvard Law School, where he taught legal research, writing and analysis. David clerked for Justice Barbara Lenk of the Supreme Judicial Court of Massachusetts.

Emily Donohue Associate

Daniel Dunne Senior Counsel

Jamie Evans Partner

Hayden Goudy Dir of ESG&Corp Governance

As the Director of ESG and Corporate Governance at Orrick, Hayden provides non-legal strategic advice to clients on building the right ESG policies and getting to the bottom of their most pressing ESG issues. His area of focus includes the identification and assessment of priority ESG key performance indicators, giving investors, corporates, and other stakeholder insight and clarity into the alphabet soup of ESG. Driven by finding simple solutions to complex research and data problems, Hayden brings a key skill set to the ESG team’s services.

Prior to Orrick, Hayden worked in the Business Intelligence and Investigations practice with Kroll, a global leader in governance, risk and transparency. He was based in their London office, where he founded a taskforce to help clients address ESG issues, including in emerging and frontier markets. He has experience across sectors, including financial institutions, technology, manufacturing, and oil and gas. He has managed teams providing flexible analytical support towards ESG issues, including pre-transaction investigative ESG due diligence and human rights investigations.
